The purpose of this study was to analyse the participation of the community in the implementation of the 3R circular economy in Makassar City. Qualitative research methods were used in this study. The data sources of this research were collected through interviews, observations, and study of relevant documents. Secondary data was collected by searching data from the Google Scholar database using the Publish or Perish application and Vos Viewer to map the topic. The results and discussion also used the NVivo 12 Plus "Concept Map" analysis tool. The results showed that household participation in 3R-based waste management towards a circular economy in Makassar City cannot be said to be achieved. This is because the main principle of the circular economy is waste management with the 3R principle, but the overall conclusion is that the 3R principle in waste management does not occur properly in the Ujung Pandang sub-district of Makassar City. The novelty of this research lies in its integration of qualitative methodologies, advanced data analysis tools like NVivo 12 Plus, and a focus on mapping the community's participation within a 3R circular economy framework in a specific urban context. This study uniquely identifies gaps in the practical implementation of 3R principles, providing new insights into the socio-environmental and economic dynamics of waste management. This research contributes to the government and the community so that they can collaborate more in managing waste optimally. Good waste management will have a significant impact on health, a clean environment, and economic value.
Nurul Akramila, Fatmawati A. This research aims to describe the accessibility and role of women's groups in the Women’s Thematic Musrenbang and how gender-responsive policies are created in these activities. From a feminist perspective, this research uses qualitative methods with FGDs, in-depth interviews, participatory observation, and documentary studies as data collection methods. The results showed that women's groups in Malang City were accessible in the development planning process, which was represented by civil society organizations and community-based organizations. Substantially, some progress has been achieved through the incorporation of aspirations from Musrenbang participants. However, the absence of gender analysis within the planning process, coupled with the predominant technocratic approach and the limitations in the application of the local development planning system, has impeded the full of the objectives of the Women’s Thematic Musrenbang. This research offers a novel examination of participatory development planning in Indonesia by focusing specifically on the effectiveness of Thematic Musrenbang forums, a relatively new and under-researched approach to incorporating citizen input. Ultimately, the findings offer practical recommendations for policymakers and practitioners to improve the design and implementation of Thematic Musrenbang, ensuring these forums genuinely serve the needs and aspirations of all citizens, particularly women.
Juwita Hayyuning Prastiwi, Novy Setia Yunas Copyright (c) 2025 Journal of Governance and Public Policy https://creativecommons.org/licenses/by-nc/4.0 https://journal.umy.ac.id/index.php/GPP/article/view/19432 Mon, 13 Jan 2025 00:00:00 +0700 Navigating Bureaucratic Changes: A New Public Service Perspective on Tourism and Culture Governance in Malang Regency, Indonesia https://journal.umy.ac.id/index.php/GPP/article/view/22391
Bureaucratic reform in Indonesia has been a key agenda since the early 21st century, focusing on enhancing efficiency, transparency, and accountability in government management. This study aims to delve into and analyse the bureaucratic reform process at the Tourism and Culture Office (TCO) of Malang Regency using the New Public Service (NPS) framework. Employing descriptive qualitative research methods, the study examines the internal and external factors influencing the effectiveness of bureaucratic reform in the agency. Data were gathered through in-depth interviews, observations, and documentation studies, with triangulation data analysis techniques ensuring the validity and reliability of the findings. The results indicate that TCO Malang Regency has successfully implemented seven NPS principles: serving citizens, prioritising the public interest, valuing citizenship over entrepreneurship, thinking strategically and acting democratically, recognising the complexity of accountability, serving rather than directing, and valuing people over productivity. Programs such as Data Request or Interview, Malang Creative Hub, and Land and Building Tax incentives for cultural heritage preservation exemplify the application of these principles. Consequently, this research significantly contributes to the understanding and development of more modern, effective, and responsive public service practices in response to community needs in Indonesia, particularly in Malang Regency.
Didik Supriyanto, Sigit Wahyudi, Suljatmiko Suljatmiko, Eka Setyowati, Rikha Murliasari, Arif Saefudin Copyright (c) 2025 Journal of Governance and Public Policy https://creativecommons.org/licenses/by-nc/4.0 https://journal.umy.ac.id/index.php/GPP/article/view/22391 Sat, 25 Jan 2025 00:00:00 +0700 Governance of Presidential Elections: Dynasty Politics and Institutional Ethics https://journal.umy.ac.id/index.php/GPP/article/view/22082
The governance of the 2024 Presidential Election leaves an important note for democracy in Indonesia. The President as head of State is considered not neutral, weakening state institutions practicing dynasty politics in a democratic country. This study aims to determine the practice of presidential dynasty politics and the ethics of state institutions in the 2024 national leadership succession. Using a descriptive-qualitative approach with an in-depth analysis method of the state process and the President's response in facing the leadership succession. Data collection was conducted through media coverage analysis and a literature review from previous studies. The results show that the involvement of the President strengthens dynasty politics through policies and decisions of the Constitutional Court, which are considered not neutral, so they can weaken democratic ethics. This fact is something new in the practice of democracy in Indonesia, and it has an impact on the integrity of state institutions and election organizers. This study reveals a new perspective on the President's involvement in dynastic politics and its implications for the ethical governance of state institutions during the 2024 presidential election. These findings contribute to the understanding of the challenges of Indonesian democracy and their potential impacts on the 2024 regional head elections, emphasizing the need to strengthen integrity in the democratic process.
Muhammad Rais Rahmat Razak, Andi Astinah Adnan, Affandi Agusman Aris Copyright (c) 2025 Journal of Governance and Public Policy https://creativecommons.org/licenses/by-nc/4.0 https://journal.umy.ac.id/index.php/GPP/article/view/22082 Sat, 25 Jan 2025 00:00:00 +0700 Building a Political Image Through Digital Space: Study of the Three Heads of the Gerindra, Golkar, and Democratic Party https://journal.umy.ac.id/index.php/GPP/article/view/20272
Ahead of the 2024 elections, political parties have begun to prepare themselves in choosing their candidates. In fact, some political parties have decided to carry their general chairman to become President or vice president. The political parties are Democrats with their chairman Agus Harimurti Yudhoyono, Golkar with Airlangga Hartarto, and Gerindra with Prabowo Subianto. Therefore, this study aims to investigate the utilization of digital space by political party leaders in building electability for the 2024 Indonesian elections. The novelty of this research lies in its exploration of how digital platforms, specifically Twitter, shape the strategies of political leaders in Indonesia's contemporary electoral landscape, providing fresh insights into the evolving nature of political campaigning in the digital age. This study used a qualitative method and literature study data collection techniques. This study uses NVIVO 12 analysis software to analyze data. The findings in this study show that the three political party leaders used Twitter facilities to build their political electability for the 2024 elections as part of their efforts to become potential candidates. The intensity of use does not necessarily influence the utilization of digital space for political candidates to build political electability but also involves other factors, namely in the form of loyalist capital and the popularity of previous political experience. This is a reinforcement for political candidates to expand the electability of voters by targeting digital users. Therefore, this research will contribute to the further development of the theory of political electability, specifically in the context of the influence of social media usage, particularly Twitter, on increasing the electability of political party leaders. It aims to support and strengthen previous studies on similar issues related to enhancing the electability of political leaders ahead of the 2024 elections.
Bella Kharisma, Muchammad Zaenuri Copyright (c) 2025 Journal of Governance and Public Policy https://creativecommons.org/licenses/by-nc/4.0 https://journal.umy.ac.id/index.php/GPP/article/view/20272 Thu, 30 Jan 2025 00:00:00 +0700 The Role of Good Governance Indicators in Controlling Corruption https://journal.umy.ac.id/index.php/GPP/article/view/22287
Corruption control is a critical component of effective governance, particularly within local governments in Indonesia. This study examines the relationship between good governance indicators and corruption control within the local government of Yogyakarta City, Indonesia, aiming to identify key governance factors that influence anti-corruption efforts. A quantitative research approach was employed, using descriptive statistical methods to analyze data collected from questionnaires distributed to five local government agencies in Yogyakarta City. A total of 98 respondents were selected through purposive sampling. Data analysis was conducted using Structural Equation Modeling (SEM) with Partial Least Squares (PLS) to assess the reliability, validity, and regression performance of the good governance indicators. Reliability was measured using Composite Reliability (CR), with values above 0.70 indicating strong reliability, and validity was assessed based on Outer Loading, with values above 0.70 considered valid. Regression analysis indicated that control of corruption, political stability, and voice and accountability significantly influence corruption control, with p-values of 0.010, 0.009, and 0.029, respectively. However, government effectiveness and the rule of law did not show a significant impact on corruption control, with p-values of 0.381 and 0.799. These findings suggest that specific governance factors, such as political stability and accountability, play a critical role in addressing corruption within local governments in Indonesia. The study introduces a novel approach by employing a quantitative SEM-PLS method to examine good governance indicators in Yogyakarta City. The findings suggest that government effectiveness and the rule of law may not have a significant influence on corruption control, challenging common assumptions in governance research.
Utami Nur, Dyah Mutiarin, Hazel D. Amman Mineral Nusa Tenggara, focusing on the economic disparities among various community groups. The research aims to analyze these gaps and propose context-specific policies and poverty alleviation programs. Grounded in Agile Governance theory, which emphasizes Responsiveness, Adaptability, Collectivity, and Innovativeness, the study employs a qualitative methodology. Informants include the Regional Government, PT. Amman Mineral Nusa Tenggara, local communities, and NGOs, selected through purposive sampling. Data collection methods encompass observation, interviews, and documentation, while data analysis involves reduction, presentation, and conclusion drawing, supported by NVivo 12 Plus software. The findings reveal significant economic disparities within the communities of Jereweh and Maluk Districts, particularly among economically disadvantaged groups who have not fully benefited from the industrial activities. This has exacerbated economic inequality in the region. To address these issues, the study introduces a novel approach that integrates Agile Governance with a zoning system. It offers actionable policy recommendations, such as enhancing access to information, providing skills training, facilitating access to capital for micro, small, and medium enterprises (MSMEs), and strengthening community participation in decision-making processes.
