Analisis Kapasitas Kebijakan Publik dalam Bingkai Modal Sosial: Pembentukan Satuan Tugas Covid-19 Tingkat RT-RW

Abstract


Tulisan ini bermaksud mendalami kapasitas kebijakan publik dalam menangani Covid-19 dikaitkan dengan konsep modal sosial. Studi kasus dilakukan dengan tujuan menelaah bagaimana kapasitas kebijakan pembentukan tim dan peran Satuan Tugas (Satgas) Penanganan Covid-19 di tingkat Rumah Tangga (RT) dan tingkat Rumah Warga (RW) dalam usaha menangani kondisi yang terjadi pada masa pandemi Covid-19 dikaitkan dengan modal sosial pada masyarakat yang tinggal di Kecamatan Bandung Wetan, Kota Bandung. Pengumpulan data dilakukan dengan menggabungkan studi dokumen kebijakan terkait dan wawancara terhadap beberapa informan. Dengan karakteristik wilayah dan penduduk di Kecamatan Bandung Wetan, diharapkan studi kasus pada penulisan ini dapat memberikan potret kebijakan pembentukan tim dan peran Satgas Penanganan Covid-19 di daerah perkotaan di Indonesia dan bagaimana hubungannya dengan keberadaan modal sosial di sebuah masyarakat urban. Penelitian ini menemukan bahwa kebijakan tersebut memberi ruang partisipasi warga, yang ketika dipertemukan dengan masyarakat dengan modal sosial yang kuat, memiliki kapasitas yang baik dalam mencapai tujuan kebijakan.
