Dalam rangka mengetaskan kemiskinan Gerakan Bela Beli Kulonprogo merupakan sebuah kebijakan yang sesuai dengan visi misi RPJMD Kulon Progo 2011-2016 serta sesuai dengan pasal 5 UU No 25 Tahun 2004. Program Bela-beli kulonprogo merupakan suatu program yang berbasis collaborative governance yang dalam pelaksanaannya melibatkan tiga actor yaitu pemerintah, masyarakat, dan swasta. Untuk mencapai hal tersebut Industri pertanian yang di kembangkan dengan program OVOP (One Village One Product) merupakan solusi yang tepat untuk dikembangkan untuk mengangkat ekonomi kerakyatan. Dalam hal ini Desa hargorejo sebagai salah satu desa yang produktif dalam memproduksi gula semut .Produksi gula merah di desa Hargorejo bisa dikatakan banyak dan produktif. Dan dapat membuka lapangan pekerjaan bagi masyarakat sekitar serta Meberdayakan Sumber Daya Alam yang ada. Namun dalam pelaksanaanya peran BUMDes, Swasta, Dinas terkait, dan Masyarakat sekitar desa Hargorejo sebagai komponen stakeholder masih banyak menemui kendala dilapangan walaupun kegiatan Agroindustri tetap berjalan.References
