Journal of Governance and Public Policy (JGPP) is an open access, peer-reviewed academic journal. Research on governance and public policy has emerged at the forefront of a significant shift in the social sciences. Our aim is to advance knowledge in the field of governance and public policy by publishing timely and original articles that address relevant and critical issues in theory and practices both in Indonesia and Southeast Asia. We address cross-cutting issues, including important new studies on governance at local, national and regional levels, and explores public policy in various aspects, including political, economic, socio-cultural, and health. JGPP welcomes original work and literature reviews that present new models and paradigms from a governance and public policy perspective. Each article we publish is intended to be relevant across national boundaries, addressing issues common to many societies. Our reviewers come from a range of social science disciplines and countries across five continents, ensuring the rigour and accuracy of analyses that draw on national, regional and global contexts. JGPP has been rank 2 at SINTA (Science and Technology Index), it is nationally accredited by the Ministry of Research, Technology and Higher Education of the Republic of Indonesia (RISTEKDIKTI), No. 148/M/KPT/2020. Since 2018, all articles have been published in English. JGPP is published three times a year (February, June, October). Submissions are open year-round. Peer Review Process
For manuscript publication consideration, the Journal of Governance and Public Policy employs a rigorous double-blind peer-review process. Both reviewer and author identities are concealed throughout the review to uphold standards of academic rigor. This process typically takes 15 weeks, with final publication timelines dependent on the review duration by the designated editors.
Manuscript Review Process:
The Journal of Governance and Public Policy employs a rigorous, multi-stage peer-review process outlined below:
- Submission: Manuscripts should be submitted electronically through the journal website: https://journal.umy.ac.id/index.php/GPP/index.
- Initial screening: Editors conduct an initial screening to ensure manuscripts comply with author guidelines, formatting requirements, and scope suitability. Manuscripts meeting these criteria proceed to the next stage; those not compliant may be returned for revisions or recommended for submission to other journals. Additionally, all manuscripts undergo a plagiarism check using Turnitin. Manuscripts exceeding a 15% similarity index are subject to rejection.
- Peer Review: Qualified manuscripts are assigned to subject-matter experts for double-blind peer review. Authors receive notification of the review outcome ("Accepted," "Revision Required," "Re-submit for Review," or "Rejected") alongside reviewer comments.
- Revision and Resubmission: Authors have three weeks to address reviewer feedback and resubmit revised manuscripts. Requests for additional revision time can be made to the editors via email.
- Final Review and Acceptance: Revised manuscripts are re-evaluated by reviewers. Upon reviewer satisfaction, authors receive notification of final acceptance.
- Publishing Process: Accepted manuscripts undergo layout formatting by the section editor within 30 days. Authors are granted three days to confirm the layout and request minor adjustments.
- Publication: Following final author confirmation, the article is scheduled for publication.
There are four types of editorial decisions during the peer review process, which are:

Manuscripts found to not meet the journal's editorial standards after peer review will not be eligible for further consideration.
Resubmit for Review
While the current manuscript requires significant revision and does not currently meet the publication standards of the Journal of Governance and Public Policy, the reviewers recognize potential in the work. Therefore, authors are invited to submit a revised manuscript as a new submission. However, concerns regarding the manuscript's suitability for publication will remain until the editors are satisfied that the revised version aligns with the scope and rigor expected by the journal. Where possible, the resubmitted manuscript will be assigned to the original associate editor.
Revision Required
Following peer review and editorial assessment, the manuscript requires substantial revisions before a final publication decision can be made. Authors are invited to carefully consider the reviewers' and editors' comments and submit a revised manuscript for further consideration within two weeks of receiving the review notification. A detailed point-by-point response addressing each comment must accompany the revised manuscript. The revised version may be subject to further peer review, and additional rounds of revision may be requested. Ultimately, the final acceptance decision rests with the editors, and manuscripts deemed not sufficiently improved through revision will not be considered for publication in the Journal of Governance and Public Policy.
Accepted
Following review and editorial evaluation, the manuscript has been accepted for publication contingent upon the successful completion of minor revisions. These revisions may encompass copyediting adjustments and specific amendments to ensure the manuscript aligns seamlessly with the journal's established criteria. Upon satisfactory completion of these revisions and final verification by the editorial office, formal acceptance will be confirmed, and the manuscript will be progressed to the publishers for inclusion in a forthcoming issue.
Publication Frequency
Journal of Governance and Public Policy will publish three times (in three issues) a year: February, June and October.
Open Access Policy
Journal of Governance and Public Policy provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.
Archiving

Publication Ethics & Malpractice
Journal of Governance and Public Policy (JGPP) is a peer-reviewed journal published three times a year by the Magister of Government Affairs and Administration, Universitas Muhammadiyah Yogyakarta, Indonesia. It is accessible both online as an open-access publication and in print. The ethical standards governing the publication process of articles in the journal are outlined below, covering all parties involved: authors, editor-in-chief, editorial board, reviewers, and publisher. These standards are based on Elsevier's Publishing Ethics and COPE’s Best Practice Guidelines for Journal Editors.
DUTIES OF AUTHORS
1. Reporting Standards
Authors of original research reports must provide an accurate account of their work and an objective discussion of its significance. Data should be accurately represented, and the paper should include sufficient detail and references for replication. Fraudulent or knowingly inaccurate statements are unethical and unacceptable.
2. Data Access and Retention
Authors may be requested to provide raw data for editorial review and should be ready to do so within a reasonable timeframe.
3. Originality and Plagiarism
Authors must ensure that their works are entirely original. If they have used the work or words of others, appropriate citations or quotations should be included.
4. Multiple, Redundant or Concurrent Publication
Authors should not publish manuscripts that describe essentially the same research in more than one journal or primary publication. Submitting the same manuscript to multiple journals simultaneously is unethical and unacceptable.
5. Acknowledgement of Sources
Proper acknowledgment of others' work is essential. Authors should cite publications that have significantly influenced the nature of their reported research.
6. Authorship of the Paper
Authorship should be limited to individuals who have made significant contributions to the conception, design, execution, or interpretation of the reported study. All significant contributors should be listed as co-authors. Those who have participated in substantive aspects of the research should be acknowledged as contributors. The corresponding author must ensure that all appropriate co-authors are included, that no inappropriate co-authors are listed, and that all co-authors have reviewed and approved the final version of the paper and agreed to its submission for publication.
7. Disclosure and Conflicts of Interest
All authors are required to disclose any financial or other substantive conflicts of interest in their manuscript that could potentially influence the results or interpretation. Additionally, all sources of financial support for the project must be disclosed.
8. Fundamental Errors in Published Works
When an author identifies a significant error or inaccuracy in their published work, it is their responsibility to promptly notify the journal editor or publisher and collaborate with them to retract or correct the paper.
9. Hazards and Human or Animal Subjects
If the research includes chemicals, procedures, or equipment that pose unusual hazards during their use, the author must clearly specify these in the manuscript.
DUTIES OF EDITORS
1. Fair Play
Editors evaluate manuscripts based solely on their intellectual content, regardless of the authors' race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy.
2. Confidentiality
The editor and editorial staff are prohibited from disclosing any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as deemed necessary.
3. Disclosure and Conflicts of Interest
Unpublished materials disclosed in a submitted manuscript must not be utilized in an editor's own research without obtaining the express written consent of the author.
4. Publication Decisions
The editorial board of the journal is responsible for determining the publication of submitted articles. Decisions are based on the validation and significance of the work to researchers and readers. Editors adhere to the policies established by the journal's editorial board and comply with legal requirements, such as those pertaining to libel, copyright infringement, and plagiarism. Collaboration with other editors or reviewers may inform these decisions.
5. Review of Manuscripts
The editor must ensure that each manuscript undergoes an initial evaluation for originality. They should organize and implement peer review fairly and judiciously. Editors are responsible for clearly outlining their peer review processes in the author guidelines and specifying which sections of the journal undergo peer review. It is important that editors select peer reviewers who possess adequate expertise and avoid individuals with conflicts of interest when considering papers for publication.
DUTIES OF REVIEWERS
1. Contribution to Editorial Decisions
Peer review aids the editor in making editorial decisions and can also help authors improve their papers through editorial communications.
2. Promptness
Any selected referee who feels unqualified to review the research reported in a manuscript, or knows that conducting a prompt review will be impossible, should promptly notify the editor and decline the review assignment.
3. Standards of Objectivity
Reviews should be conducted objectively, and personal criticism of the author is inappropriate. Referees should clearly express their views with supporting arguments.
4. Confidentiality
Any manuscripts received for review must be treated as confidential documents. They should not be shared or discussed with others except as authorized by the editor.
5. Disclosure and Conflict of Interest
Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should decline to consider manuscripts where they have conflicts of interest arising from competitive, collaborative, or other relationships with any of the authors, companies, or institutions connected to the papers.
6. Acknowledgement of Sources
Reviewers should identify relevant published work that has not been cited by the authors. Any assertion that an observation, derivation, or argument has been previously reported must be accompanied by the appropriate citation. Reviewers should also bring to the editor's attention any significant similarity or overlap between the manuscript under review and any other published paper within their personal knowledge.
Allegation of Research Misconducts
Research misconduct refers to fabrication, falsification, citation manipulation, or plagiarism in producing, performing, or reviewing research and in writing it up, or in the reporting of research results. When authors are found to have been involved in research misconduct or other serious irregularities involving articles that have been published in scientific journals, the editors have the responsibility to ensure the accuracy and integrity of the scientific records.
In cases of suspected misconduct, the editors and editorial board will use the best practices of COPE and Allegations of research errors, falsification, and fabrication by Elsevier to assist them in resolving any complaint and addressing the misconduct fairly. This will include an investigation of the allegation by the editors. A submitted manuscript that is found to contain such misconduct will be rejected. In cases where a published paper is found to involve such misconduct, a retraction will be published and linked to the original article.
The first step in such a process involves determining the validity of the allegation and assessing whether it is consistent with the definition of research misconduct. This also involves determining whether the individuals alleging misconduct have relevant conflicts of interest.
If scientific misconduct or the presence of other substantial research irregularities is a possibility, the allegations will be shared with the corresponding author, who, on behalf of all of the co-authors, will be requested to provide a detailed response. After the response is received and evaluated, additional reviews and involvement of experts (such as statistical reviewers) may be needed. For cases in which it is unlikely that misconduct has occurred, clarifications, additional analyses, or both, published as letters to the editor, and often including a correction notice and correction to the published article, are sufficient.
Institutions are expected to conduct an appropriate and thorough investigation of allegations of scientific misconduct. Ultimately, authors, journals, and institutions have an important obligation to ensure the accuracy of scientific records. By responding appropriately to concerns about scientific misconduct, and taking necessary actions based on the evaluation of such concerns, such as corrections, retractions with replacement, or retractions, Journal of Governance and Public Policy will continue to fulfill its responsibilities of ensuring the validity and integrity of the scientific record.

Retraction
Papers published in Journal of Governance and Public Policy will be considered for retraction if:
- there is clear evidence that the findings are unreliable, either as a result of misconduct (e.g., data fabrication) or honest error (e.g., miscalculation or experimental error)
- the findings have previously been published elsewhere without proper cross-referencing, permission, or justification (i.e., cases of redundant publication)
- they constitute plagiarism
- they involve unethical research

Article Processing Charges
Journal of Governance and Public Policy is a journal publication that is not oriented to profit. Therefore, for the publication process, JGPP regarding certain costs, namely:

Plagiarism Notice
Every manuscript submitted into Journal of Governance and Public Policy is going to be scanned using Turnitin (similarity check). The score check result should be no more than 15%. In the case of a manuscript, the similarity is more than 15%, the manuscript would be rejected by JGPP editor in chief in desk evaluation step.

Author Guidelines
The Author’s Guideline of Journal of Governance and Public Policy since the publication year of 2014
1. Introduction
Journal of Governance and Public Policy is the flagship journal, peer-reviewed, open-access journal that targets research in Governance and Public Policy issues. The journal provides academic scholars and professionals to analyze, stimulate and disseminate a wide range of governance and public policy based dynamics, governing processes as well as a political research area with the latest theoretical, concept, methodological advancements and practices in Governance and Public Policy.
The journals offer a genuinely valuable source for scientists and public policy makers in all areas looking for distinctive ways of dealing with related issues. Distinguished contributors from all over the world present in-depth research and studies which have tangible practical values and whose methodologies can be applied to solve or mitigate parallel situations.
2. How to Write the Title, the Name, and the Author’s Address
The title of the manuscript should be written on the top of the first page with the center text alignment. Meanwhile, the author’s name (without academic degree), and the affiliation address of the author, should be written with the center text alignment also under the title of the article. The author should give two line spaces between the title and the author’s name. Then, the space between the author’s affiliation address and the abstract title is one space. The keywords must be written below the overall abstract for all words. Those should be arranged in alphabetical order and be separated by semicolons maximally three to five words. Moreover, the title of the article that is written in Bahasa Indonesia should be also stated in English either (look at the example above).
The responsible author, the correspondence author, or the corresponding author must be written first and then followed by the second, the third, and so on. The communication regarding the article revision and the final statement will be informed via email to the correspondence author only. If there is more than one author, the author’s names should be written down separately by comma (,). If the author’s name consists of at least two words, the first name should not be shorted. If the author’s names are only one word, it should be written as it is. However, in the online version it will be written in two words with the same name repeatedly for the purpose of the metadata indexing. (Camdali and Tunc, 2006; Fridman, 2008).
3. The Manuscript General Guidelines
The manuscript text general guidelines are as follows:
- The manuscript is the authentic research result that has not been published yet in other publication media or publishing houses.
- Since 2017, the manuscript should be written in English with the standard language. The manuscript text ought to be written as this article template. The article is written on A4-sized papers (210x297 mm), with custom margins as follows: left 25 mm, right 20 mm, bottom 20 mm and top 30 mm, Cambria theme font, 12pt font size, and 1.15 line-spacing.
- The manuscript is typed using the Microsoft Word program on A4 paper, around 5,000-7,000 words including figures, tables, and references.
- The manuscript does not contain any plagiarism elements. The editorial board will directly reject the text that indicates plagiarism. We use plagiarism software to check your manuscript.
- The manuscript that has been written under the guidelines of JGPP (in MS Word format, use this article template) must be submitted through Online Submission System using Open Journal System (OJS) on the JGPP E-journal portal (http://journal.umy.ac.id/index.php/GPP/index) choose only one procedure. Then, register as one of the authors or reviewers in the “Register” bottom.
- The manuscript article writing guidelines and template can be downloaded. The template and the guidelines of the article writing are available in MS Word (.doc) format.
- The manuscript online submission can be viewed in the part of the online submission guidelines below.
- The manuscript which is inappropriate with the JGPP writing guidelines will be returned to the author before the reviewing process.
- The manuscript should contain several aspects of a scientific article as follows: (subtitles as the order), which are: (a) the title of the article, (b) the author’s name (no academic title), (c) the affiliated author’s address, (d) the author’s email (e) the abstract and the keywords, (f) the introduction, (g) theoretical framework, (h) the research method, (i) the research findings and discussion, (j) the conclusion, (k) acknowledgment, (l) the references.
- The subtitles included in the discussion part (Introduction, Theoretical Framework, Methods, Findings and Discussion, and Conclusion) should not be numbered. The subtitles are written in bold and title case format. It uses the left text alignment without an underline. The next expanded subtitles should be written in the bold and sentence case format, It should use the left text alignment and the numbering format level two.
- The words from uncommon or foreign languages are stated in Italic format. Each paragraph started 10mm from the left side border while there are no spaces among paragraphs. All numbers are written in Arabic numbering format, except for the new sentence.
- The tables and pictures are placed in the text group after the referenced tables or pictures. Each picture must be given a caption and source (Figure Caption) below the picture and be numbered in Arabic numbering format followed by the picture title. Each table must be given a table title (Table Caption) and numbered in Arabic numbering format above the table followed by the table title and source below the table. The pictures attachment should be guaranteed that they can be printed well in black and white ink (font size, resolution and line space are clearly seen). The picture, the table, and the chart should be placed in the center between text groups. If it has a bigger size, it can be placed in the center of a page. The table should not contain vertical lines, while horizontal lines are allowed only for the important point.
4. The Guidelines for the Manuscript Body Text
The title of the manuscript: The title should be informative and be written both briefly and clearly. It cannot diverse multi interpretations. It has to be pinpoint with the issues that will be discussed. The beginning word is written in a capital case and symmetrically. The article title does not contain any uncommon abbreviations. The main ideas should be written first and followed then by its explanations. The article title should be written within twelve words, 14pt-sized font, with the bold selection and in the center text format.
Abstract: The abstract has to be written within 250 words maximum and followed by three to five keywords and arranged alphabetically. The abstract must contain research objectives, methods, results, conclusions, and limitations (optional). Abstract written in 1 space line and 12 font size Times, New Roman.
Introduction: The introduction should concisely include a general background and a state-of-the-art literature review, forming the basis for the new research question. It should also present the key statements of the new scientific article, outline the main research problems, and state the hypothesis (if any). The introduction should conclude with a clear statement of the article's purpose. The novelty of the scientific article should be highlighted throughout the literature review to demonstrate its contribution to the field.
Theoretical Framework: The theoretical framework encompasses not only a theory, but the narrative explanation about how the researcher engages in using the theory and its underlying assumptions to investigate the research problem
Methods: The method explains how the research is conducted, including research design, data collection, research instrument, and analytic methods. This part should be narrated.
Findings and Discussion: This part consists of the research results and how they are discussed. The results obtained from the research have to be supported by sufficient data. The research results and the discovery must be the answers or the research hypothesis or research question stated previously in the introduction part.
Conclusion: This is the final part containing conclusions, limitations, and recommendations. The conclusions will be the answers to the hypothesis or research question, the research purposes, and the research discoveries. The conclusions should not contain only the repetition of the results and discussions. It should be the summary of the research results as the author expects in the research purposes or the hypothesis. Research limitations and recommendations contain a deficiency in the research and suggestions associated with further ideas from the research.
Acknowledgment: Acknowledgements to those who support the research (sponsors and respondents). Families and supervisors are not allowed in this section.
References: All the references used in the article must be listed in this part. The reference contains the list of journals, books, or other publications referred to in this manuscript. References of the manuscript must be traceable, no less than 40 pieces (consist of 30 title of International Reputable Journal, should be a primary source (80%), and not exceed 10 years (80%).
5. The Guidelines for the Citations and References
All the served data or quotes in the article taken from the other author articles should attach the reference sources. The references should use a reference application management such as Mendeley, End Note, or Zotero. The writing format that used in JGPP (Journal of Governance and Public Policy) follows the format applied by APA 6th Edition (American Psychological Association).
6. The Online Submission Manuscript Guidelines
The manuscript text must be submitted by one of two systems (s the second procedure is preferable):
- The document should be submitted by Online Submission System in the Journal of Governance and Public Policy E-journal portal HERE.
- Firstly, the author should register as either an author or reviewer (checking role as author or reviewer) in the “Register” or HERE.
- After the registration step is completed, log in as an author, click in “New Submission”. The article submission stage consists of five stages, such as: (1). Start, (2). Upload Submission, (3). Enter Metadata, (4). Upload Supplementary Files, (5). Confirmation.
- In the “Start” column, chose the Journal Section (Full Article), and check all the checklists.
- In the “Upload Submission” Column, upload the manuscript files in MSWord format in this column.
- In the “Enter Metadata” columns, fill in all the author data and affiliation. Including the Journal Title, Abstract, and Indexing Keywords.
- In the “Upload Supplementary Files” columns, the author is allowed to upload supplementary files, the statement letter, or any other else.
- In the “Confirmation” columns, if the data you entered are all correct already, then click “Finish Submission”.

Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
- The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
- The submission file is in OpenOffice, Microsoft Word, RTF, or WordPerfect document file format.
- Where available, URLs for the references have been provided.
- The text is single-spaced; uses a 12-point font; employs italics, rather than underlining (except with URL addresses); and all illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
- The text adheres to the stylistic and bibliographic requirements outlined in the Author Guidelines, which is found in About the Journal.
- If submitting to a peer-reviewed section of the journal, the instructions in Ensuring a Blind Review have been followed.
