Abstract
Economic development has two goals, i.e. increasing income per capita and economic structural changes.
In general, economic structural changes can be happen with changing of role or changing of contribution per sector. Pseudo structural changes can make agricultural sector must employ worker in large amount with decreasing contribution of this sector.
On the other side, industrial sector has the fast growth without increasing employment proportionally. This condition makes income disparity between agriculture and industry. Agriculture identically with rural and industry identically with urban. So, in the next step, this condition will makes the income disparity between rural and urban.
This article will discuss about its phenomena, that are happen in Indonesia more than 30 years.
