Abstract
Decentralization is a prior issue in reformation era since 1998, and this spirit has been formalized on Decentralization Act, UU No. 22/1999 an UU No.25/1999. But, Indonesia has a big problem to implement it because Indonesia’s government and people are not usual with decentralization. Indonesian people usual to operate the centralized system. So, this article will discuss about some problem and alternative solutions in the implementation of decentralized system. Could Indonesia’s government and people cooperate to realize transformation of regional development policy from centralization to decentralization?
