IDENTIFIKASI MASALAH KERJASAMA ANTAR BEBERAPA PEMERINTAH DAERAH DALAM BIDANG PEMBANGUNAN EKONOMI

Abstract

This research aims to identify forms of sub-province region/city intergovernrnental cooperation in the field of economics development. Analysis focus on identify motivational aspects, stimulates and barriers, realization and results from various intergovernmental cooperation of sub-province region/city in the field of economics development.

Data which is utilized in this research are primary and secondary data on 10 sub-province region/city in Indonesia. Analysis method used is Integrated Policy Analysis, in the form of Retrospective Policy Analysis.

This research finding show that there are problems of interregional cooperation is responded as required matter and need to be conducted; main motivation which encourage cooperation is the desire to struggle for each region interest; main form of interregional cooperation bear the character of multilateral in national scale; the majority of source of initiative and facilitator in the forming of various cooperation forms are conducted by outside party, the majority of activities implemented in cooperation are coordination, policy advocacy, development of capacities, and regions promotion, Stimulating factors of cooperation are strengthening concept of regional development, fear of negative impact of regional autonomy, and also unequal fiscal capacities factor and domination of natural resources; Resistance factors of interregional cooperation, such as minimum initiator and facilitator bureaucracy resistance, and regional selfish attitude.
